Could the White House’s April 11 executive order on China tariffs eliminate the exemption for iPhones from reciprocal tariffs? The latest update from U.S. Customs and Border Protection (CBP, CSMS #64724565) allows importers to declare the exception from the reciprocal tariff provided in heading 9903.01.63 (a 125% tariff on China) since April 9. However, the White House raised tariffs on China to 145% via an executive order on April 11. This change has not yet been included in CBP’s update. Notably, iPhone assembly lines in China, which produce U.S. models, halted production on April 9 and have yet to resume. I think a restart could signal whether the U.S. is temporarily suspending reciprocal tariffs for Chinese-assembled iPhones. The CBP update could ease short-term market concerns, but attention should remain on the Trump administration’s unpredictable tariff stance, and whether CBP will clarify its guidance to include the White House's April 11 executive order. The CBP update about declaring 9903.01.63: For products classified in the above headings and subheadings, importers should report the secondary classification under heading 9903.01.32 to declare the exception from the reciprocal tariff provided in heading 9903.01.25, or in headings 9903.01.43 – 9903.01.62 or 9903.01.64 – 9903.01.76 on April 9, 2025, or in heading 9903.01.63 since April 9, 2025.
