This doesn’t remotely surprise me, Harare has amazing bones for an African city(climate is great + British urban planning is fantastic), and if it had proper good management it would easily compete with Nairobi as a lifestyle center on the continent. If you’re a random Chinese businessman in Southern Africa you could do way worse, like having to live in Joburg or Durban way worse. Harare won’t be down forever, its bones are too good.
