Reachable node counts are a census of software endpoints, not economic actors. A hobbyist node and a node serving millions via an exchange, custodian, wallet, or payment app are not economically equivalent. Every node is sovereign, but nodes are not equal votes over Bitcoin.
The public evidence of BIP-110 adoption is concentrated among Knots users and OCEAN/DATUM miners. There is no identified major exchange, custodian, ETF platform, wallet, or payment network enforcing it. More than 99% of Bitcoin’s economic weight has not adopted it.
