33 - Network State Conference 2026 - Bayan Konirbayev on Alatau City: A Territory of Digital Economy

Uh so thank you very much for this honor. Uh the main point for the development and like uh the main point for the wrap-up part it's going to be dedicated to the holy tokenized city which we are trying to develop in central Asia. So my name is Bayan and basically what I want to tell you I want to just uh tell you more about Kazakhstan by itself because uh thanks to Balajia I think I hope more people will be able to know about it. But the main point with Allat with Central Asia is that the Kazakhstan is developing really fast and the main idea for us is to use that kind of uh new technology development coming from Asia and Europe and Europe to Asia. So the whole part with the technology with all this exchange will be more focused on the central Asian region and uh for us Alatal city is about 880 square kilometers. This is something which will be slightly bigger than Singapore now. But this is a totally green field project. This is a new project developed on the four district where Sububana Juring was developing the whole 1.8 million population by 2050 with a master plan which is going to be developed by Arub which is by the way the biggest leading like the leading agency for the whole urban planning partner. Oh, governance and institututional framework are really interesting because we are trying to develop the very specific British common law in the whole post Soviet Union countries. The second part is related uh to the new part which is called as a tokenized by default strategy. What does it mean? It means the whole part with the digital economy is going to be the part of the city afterwards and uh everything which is related to the whole digital part especially low altitude economy with a vetory ecosystem with everything related to addictive manufacturing is going to be located in a little city. Another part is the developing of the data economy which is going to create that kind of physical world physical and digital where we'll be able to see the physical city through IoT and digital twin token eyes in the whole economical development and this is something really interesting because the part with the economy of tokens is has a directly relations with a very transparent and very understandable way for the investors developing of the cryptocluster the new resilience for infrastructure and the new per related to the token economy by itself. So we do expect that by 2030 we are going to have about 20 trillion global opportunity for the whole token economy but a part of it we need to have a whole part with applied solutions. Okay, from this theoretical point of view, we know how to tokenize the building. We know how to tokenize the land. But the main point is coming with a question which is related to the tokenization of the city. And this is a part where network state and the dream of uh Mr. technology is coming and our idea is to create the whole per with 2034 right where we'll be able to have that kind of tokenized ecosystem driven totally by the digital economy with 100% of asset tokenization with 100% blockchain payments and with the development of the new R&D frontier so everything afterwards will be able to apply and test it in the particular place in Central Asia. So thanks to this we prepared this kind of a white paper dedicated to the tokenization by default strategy. Um if somebody is really interested in this please welcome we will be able to share all the documents with all the legal acts together with you roles in the tokenization ecosystem is totally different as well. So that is reason why we're creating a token operation and support center with our own oracle providers. Another part is related to the investor protection. Investor protection is very critical for us. That is the reason why we are really focusing on the development of the constitutional law under the presidential decree and uh I'm not really sure about it but Kazakhstan for the last 30 years was one of the most stable countries in the whole world and now we are among top 60 most developed countries in the world. uh Alatal city starting since 2026 by 2027 we are going to start the whole operation and I think this is something which everybody will be interested because we are interested in the land tokenization in the development tokenization and the whole assets with existing incomes. Uh basically our main idea to create a really good uh center of competence for RWA real world assets developing the stable coin hub and f founding a new emerging frontiers.
