It dropped about 767,000 barrels last week.
The reserve has lost about 132 million barrels since March, when President Trump authorized a 172 million barrel release as part of a 32-country emergency drawdown.
It's now at just 40% of its 714 million barrel capacity, and well under half its 2010 peak of 727 million.
It's nearing the 250 million barrel level considered the minimum for safe operations.
