Kleptocracy : A form of government where those in power use their positions to enrich themselves at the expense of the public. It literally means "rule by thieves". Kleptocrats engage in systematic theft of state funds and resources. This exploitation typically occurs in countries lacking strong democratic institutions and accountability.
