Build to peak or build to average? Neither work.

Quoted context

These are the quoted author’s words.

Waymo's inability to surge in capacity is a likely major driver of its under-utilization. Over-provision the network to meet peak demand and you end up with lots of vehicles waiting for a call during slack periods, so Waymo has a bias to under-provision. But a network that can't be entirely relied upon at peak has trouble surfacing enough consistent demand to justify the asset density required to drive down deadhead miles with dynamic staging. Net, you end up with underutilized assets, which results in a high cost of service, so you have to keep prices high, so you can't pull people into the market to begin cutting down on wait times (and reducing dead-head miles)
