Quoted context

These are the quoted author’s words.

Roughly 2.3 million civilians work for the federal government. The number of people fired annually for performance or conduct is ~10,000, according to the OPM. That's 0.43%. In the private sector, it's 3-5%. At Goldman Sachs, it's closer to 10%. This is because it's intentionally difficult to fire a government employee. In most cases, problem employees are transferred, or simply ignored. Of the government employees who are reported or reprimanded for repeated misconduct or poor performance, only 11% are terminated.
